At Illuminate Colorado, our vision has always been clear: a Colorado where all children and families thrive. Today, we’re excited to share a significant step forward in realizing this vision by announcing that we are now the proud home to the Safe Babies program in Colorado. This exciting development marks a significant step forward in our ongoing mission to strengthen families and prevent child maltreatment.

The Safe Babies Approach

Through an innovative, team-based approach, Safe Babies, a program of ZERO TO THREE, applies the science of early childhood development to meet the urgent needs of babies and toddlers under court jurisdiction, ultimately transforming child welfare practice.

ZERO TO THREE created the Safe Babies Court Team (SBCT) approach, rooted in developmental science, which aims to: 

    • increase awareness among those who work with maltreated infants and toddlers about the negative impact of abuse and neglect and the effects of trauma on young children; and,
    • change local systems to improve outcomes for families and prevent future court involvement in the lives of very young children.

Impacts of the Program

This program has already demonstrated remarkable impacts in Colorado, changing trajectories for infants and toddlers under court jurisdiction and/or in foster care. Results show that children in the program are reaching permanency three times faster than infants and toddlers in the general foster care population. And almost two-thirds of babies and toddlers are reunified or find permanent homes with members of their families.

The evidence-based, locally tailored approach of the Safe Babies program aligns perfectly with Illuminate’s commitment to creating safe, stable, and nurturing environments for children.

Its evidence-based approach, rooted in developmental science, mirrors our commitment to effective, research-backed strategies that address the unique challenges faced by families across Colorado. This program also complements our existing efforts, providing numerous opportunities for cross-alignment, and allowing us to deepen our impact and reach across the state.
