Illuminate Colorado is seeking an evaluation partner to lead the design of a process and impact evaluation for the Safe Babies Program in Colorado. The evaluation partner will work closely with Illuminate Colorado Safe Babies program staff and evaluation team, county implementation partners and staff, and our funding agency and evaluation TA team to help us determine how to assess program implementation and impact in Colorado. This contract will support the evaluation planning (Phase I) with the opportunity to renew to support evaluation implementation (Phase II).

Safe Babies Program Overview

The Safe Babies Program is dedicated to keeping families together by providing crucial support and resources to prevent babies and toddlers from entering out-of-home care or becoming further involved in the child welfare system. Safe Babies applies a bottom-up approach that focuses on the unique needs of infants, toddlers, and their caregivers. Through evidence-based intervention (Safe Babies Court Teams) and innovative programming (Best for Babies), the Safe Babies Program ensures that every child gets the safe connections and support they need to thrive.

Safe Babies programming leverages the Best for Babies and Safe Babies Court Teams interventions to achieve better outcomes for infants, toddlers, and their families. Best for Babies utilizes a peer specialist and recovery coach to support the prenatal – one year old (P-1) population in deterring from the Child Welfare system through crisis case management and the development of Plans of Safe Care. Safe Babies Court Teams supports families in the P-3 period who have entered child welfare to strengthen the support the family receives and improve outcomes for infants, toddlers, and their families through direct case support and community coordination.

Proposals should be digitally submitted to Illuminate Colorado’s Safe Babies Program Director, Anna Neal, at aneal@illuminatecolorado.org by 5:00 p.m. Mountain Time on March 22, 2024. Proposals should not exceed 4 pages, excluding budget and other attachments.
